I think the reason for not allowing dust is because they want the game to be a collection game like pokemon, but there's a better method of preventing people from dusting useless card. That's to reward them, if they have 3x copy of all legends rise card, they get unique art for all its card in that expansion and a gold medallion that you can display while fighting or beside your name and a unique leader card. If they have x2 copy of all, they get silver medalion and another set of reward etc. That way whale and shark have reason to collect cards, and f2p player are also happy. 2 birds with one stone. Right now the liquefy system will definitely kill the player base in the long run.
