Yeah it's rough, BUT you can travel there from NA temporarily at any time, you can't travel to NA from Materia though, so it's generally the best way to be able to play on both

OCE has its own charms though, and some active hours later in the day

It depends on what the the anon is looking for in an MMO and what their active hours are. OCE is notoriously only active outside of work hours realistically, queues don't pop at reasonable rates during weekdays if they're a non-standard hours worker etc
