Ironically so does China, as it's now incapable of fully exploiting it's own educated middle class citizens for cheap labor and are needing to invest in third world countries in order to establish sweat-shops to produce the goods desired by it's now legitimately prosperous subjects.
So when that country becomes wealthy in 30 years after a generation of making cheap goods to sell to china, who will they turn to to make cheap goods for them? When it comes to finding the lowest bidder for factory jobs, the answer is always "somewhere else" but eventually you'll either run out of places to go, or be the somewhere else that somewhere else is using as their somewhere else.
