I won't pretend to be a lawyer but I've worked adjacent to the field for long enough to seriously question what the hell this guy is doing sometimes. In the real world nothing goes forward until every box is checked and everything is in order. Not only did they not do that, they already had pending issues and were being charged punitive fines. I can't believe that wasn't addressed at a minimum.
