Not to defend China, but stroads like that are all over Asia, you'll even find 8+ lane boulevards in Central Tokyo, and nobody in their right mind calls Tokyo "car-centric."

I don't know how things are laid out in those Chinese cities, and how many of those roads each one has, but in Tokyo they actually contribute to walkability in some ways, because they're few and far between but funnel traffic away from the large areas between them, allowing them to be much more walkable, and you rarely have to cross them because it's usually easier to take a train to somewhere close to your destination.
