WSL really exacerbates the problems of SUSE, which adopted in RPM a package manager that natively supports transactions, but then built zypper on top, which doesn't. There is of course no btrfs/snapper on WSL, so there is no facility for rollbacks besides a heavy-handed WSL backup/restore.
Fedora was at least clever enough to have DNF support RPM transactions, and rpmfusion seems to be a better option than SUSE packman repo, although I have that it can get out of sync and cause instability, too.

Pretty much, although no transactions on dpkg kinda sucks. You just can't win with any OS, it seems.
