never goes anywhere as in it doesn't fill sometimes, or that it doesn't progress past fresh prog? first is bound to happen at times, latter is on purpose
I've known a lot of people who were too nervous to try going into ults or savage for the first time but really wanted to give it a shot, and needed a push.
so fresh prog pfs are for the explicit purpose of allowing people to come try out an ultimate, no knowledge required, no expectations other than making an effort to learn as we go. then they can figure out how they feel about it and if they want to try pfing/finding a static
