I have experience with mudslimes and Latino thugs. Mudslimes will see it as a sign of aggression and will try to gang up on you and stab you while Latino thugs will see it as dominance and will try to beat you up to reassert their dominance. I don't have experience with American negroes but it should be similar.
What you have to understand is that those people live in a different world from us. They only respect violence, their masculinity and ego are incredibly fragile, so if they see someone that they think is weaker or more effeminate challenging them they go in a rampage and try to snuff him out to maintain the status quo in their little retarded world in which they're stronger and manlier than everyone else.
When other people turn away? Yeah, that's the expected instinctive response. At that moment their primate instincts kick in and they turn away to show no aggression, no challenge towards the violent money making a ruckus unprovoked. Make no mistake, they're all aware of the man and they're all using their awareness to try and flee if things go wrong.
Those men expect and even enjoy being ignored like that. By staring they feel challenged and threatened.
