Susie is absolutely in a foster home. The excuse of "My family just moved a bunch" is bullshit and what actually happens is she keeps getting kicked out of her foster homes for being a loud, obnoxious brat. Which plays into her theme of feeling discarded and identifying with the Darkners more than anyone else. Right now, the only possible candidate of where she could be staying is at Alphys' place, and Alphys absolutely does not want to talk to her under any circumstance because she's actually afraid of standing up to the trouble kid or making her angry/sad about sending her to another home again.

It's also possible she's actually bald and that's a wig.
