Happened with the Iraqi's in both wars. They had Euro radar, air defenses and roughly new AA/AAA soviet weapons. Decently trained and educated officer core with fairly competent training for its enlisted. All of there planning was textbook well planned and sometimes even well executed. However Saddam's family absolutely shit the bed whenever these strengths were present at the time of battle and thus ended up getting alot of well motivated Iraqi's killed needlessly.
America learned that its intel and logistics sucked in the first war and invasion of the second war. We still cannot win insurgencies however. I highly doubt Iranians learned from the Iraqi's since then.
