That's true for their given ages in the anime, but I think in the games those characters are 11~13. With the way Poppy looks, most people assume she's around Bonnie's age.

Not that it matters that much anyway, even kindergarteners can train pokemon. Nothing stopping one of those from being a genius trainer.
