So OP is just like the classic "Forever On Welfare" clients I've tried to help back when I used to volunteer in local public service programs. A lot of the problem is the non-depression type of mental illness where they are addicted to both self-pity and self-victimization. The free social welfare ensures they never have the pressure to cure themselves of being the forever victim.
