That's (a) a previous site where they used Uranus to nuke an island (like Lulusia) and (b) they towed an island from elsewhere to cover it using one of the Continent Pullers, those ancient giants. The circular island was taken from the island of Jaya, from the missing part that looks like an eye. Since the Lulusia thing caused flooding, and that's why the sea level keeps rising, perhaps there's also delayed floods that happen periodically which is what Aqua Laguna that affects W7 is.
