It stands to reason that anyone intelligent and thinking strategically would anticipate the most likely reaction of their opponent and factor that in to their plans, which means if you are that opponent, you should second-guess your immediate reaction since it was probably anticipated and accounted for. Better to take the unpredictable wild-card response that isn't accounted for.
The big question of course is whether one's opponent actually is thinking intelligently and strategically, because sometimes people really are just that stupid that they can't anticipate the likely reaction. So it might just be that people who sympathize with or support Iran and Hamas really are just that stupid that they can't see how counterproductive their behavior is to their cause.
