If you're not Training anyone (without good reason; stuff like Anzu from Idolmaster and Yomi are exceptions because Idolmaster cannot progress without training Anzu in Singing, and Yomi requires a Fall State for her Individual Event but is otherwise a non-combatant that cannot work either so cannot raise Loyalty to achieve a Fall State that way) and thus aren't Selling anyone, the only way you'll be making any Macca at all is from having characters working. It does mean that Macca is a struggle early on for the first couple of NG+'s because your daily (Per Turn) Macca income is only barely above the low hundreds.

Because I've never sold anyone, I've never seen my Macca balance go anywhere past 40k. Because I have pretty much no Macca to be wasting, it also means my Yen was low at the start because I wasn't going to convert any Macca into Yen. Certainly doable, and the cost of being a 'good guy'.
