PS5 games come on the same 100gb blu ray discs no matter the size so they can fit whatever they want on there. Whereas Nintendo provides a variety of different cartridge sizes for Switch games, all the way up to 32gb, all getting progressively more expensive to manufacture. Hardly any publishers use the 32gb one because it's just that pricey, so the next size down they can use is 16gb.
If you look at Trails into Reverie, that game's around 19gb on PS5 and 10 on Switch because they had to compress it down to fit on the smaller cart. Though that port was not handled by Falcom, whereas Sky 1st is. So maybe instead of compressing, they're just cutting stuff out instead.
