You will never see a topless woman allowed in normal family establishments or crowded streets. It's just not gonna happen. For every supportive man who keeps his hands to himself there's three borderline sociopaths who'll violently grope a chick just for the thrill of it. There is no way to flip society's view of nude women as outright pornographic in such a short time. Increasing the number of topless/nude designated areas is much more realistic. Beaches, saunas, pools, etc.

The female set genuinely looks worse with the addition of the top. Games like Baldur's Gate can include full nudity and no one outside of grifters and "news" sites care but god forbid a huntress kills monsters while wearing the same shit as her hunter teammate.
