The only thing that works to stop illegal immigrants is punishing harshly employers of them. If they can't get work or gibs they have no incentive to come. You must remove the incentive, trying to punish those with little to lose when sometimes caught doesn't work.
You have to go after those with something to lose. The business owners, those with homes and families, who don't want huge fines or prison, or loss of all assets.
All the ICE raids in the US and crackdowns would be lucky to remove how many came in during a single year under biden if they continued at high intensity for 4 years under trump.
