Iran recovered the enrichted fissile material and stored it somewhere safe.

RDD ("Dirty") warhead time.

You dont't need nukes to threaten a country 2/3 the size of Belgium.

It is a logical choice.
No nuke tests required.
You can do it with far more secrecy, and far less equipment.
Does not require high-grade fissile material.
Warheads are far easier to store, hide, and deploy.
Shooting down the missiles may only make things worse, while a live nuke warhead would probably fizzle if intercepted and create a more localized irradiation onground.
They know the stuff they recovered from Fordow is "use it or lose it" from here on.
