Once you remember that they even gave out two of them for free in the mail the feathers suddenly look far too rare for such an underwhelming commodity
At a glance they might look better than the sanctifying elixirs (which by the way also are far too scarce for what they do) due to their built-in pity system, but then you realise not only how many of them you have to spend in order to trigger the guaranteed increased rolls, but also that they rely you on already having a piece worth rerolling in the first place

For instance you frequently see people tell each other to save the reroll feathers for double crit pieces with good substats, but simultaneously you see people who go up towards a year without getting such a piece. Not even the transmuter can save you since it only selects two stats meaning you're just as likely to get a 3 liner with flat DEF and HP which absolutely isn't worth rerolling. Now, IF the guaranteed rolls from the transmuter stacked with the reroll feathers it'd suddenly be a very good deal since it would require you to spend two separate rare and lucrative resources on a single artifact piece meaning, but of course that'd be too nice for the players and as thus it's out of the question
