I assume a lot of this is caused by publishers trying to keep wages under control. In theory, you could just post job listings for generous six figure salaries to hire some writers with legit screenwriting credentials on prestige TV shows. In practice, I'm guessing publishers have strict pay bands for writers that are probably pretty low because most "writers" are just writing response lines in fighting games and shit like that. If you pay handsomely for one game, you'll suddenly have everyone else with the same job title demanding a pay raise. Simpler to just keep pay low and fill the position by letting the lead writer hire all his buddies.
