They abandoned Drake for so long that she would need 2-3 rank ups to be somewhat en-par with the worst of modern SSRs (which they won't give her because buffing Drake wouldn't make them a lot of money, since she's old news).
The only alternative would be a Drake-Summer, but even a modern SR Drake (Summer) would be better than the old SSR Drake, so anyone wanting Drake, would just roll for the SR instead of the SSR, which Lasagna doesn't want, because people rolling SR instead of SSR loses them money, so this won't happen either.
tl;dr Drake is done for. She will never get any meaningful love, or attention.
