I've always thought as Lapras as being the plesiosaur 'mon, but I get where you're coming from. It's always been more of a whale dragon to me.
It does have feathers, as well, so I won't disagree with anyone that wants to argue that it's a bird. If so, then it's one of the biggest, alongside Yveltal and Ho-oh.
