Yeah, I mean, he is basically an outside context boss (canonically, there is nothing that connects him to the stardroids at all) that just shows up because yes and I'm pretty sure he's the only Classic boss that hijacks Wily as the final boss. Mind you, it's well deserved, but it places him in a relatively unique position even outside his game.
