I don't think Capcom ever had any real intention of bringing MM back. It seems very clear now that someone at Capcom did want to make a new classic game but the only way they got it approved was by going to he suits and saying "Hey why don't we shit on Inafune's Mighty game by making a good MM game?" And that's the only reason why they approved it.
Shame too, especially since it's the best selling one. Capcom is too focused on Resident Evil and SF rn
