There's no way this dude broke 9 fuckin' parts off of safi'jiva with this shit build without cheating, right? He's got practically no offensive skills, and partbreaker isn't even at lvl3. He's also got a bunch of random skills slotted in that make no sense, and I'm pretty sure he has either high recoil and/or slow reload on his gun no matter what he was shooting safi with.
