Of course war might be a thing that accelerates some breakthroughs, my point was that it would be incorrect to assume that an empire that rose as a consequence of a war could achieve more and better things than those conquered nations could have done independently.
Also consider how many potential scientists and artists were killed in wars (and repressed in those empires), it's such a waste
