I think it was made by someone on DeviantArt who also posts on /vg/ (and I think /v/ as well). All things considered, the iceberg is very well made, even though I dislike icebergs in general. It at least looks like it has a lot of effort put into it and isn't just the usual copy paste blue iceberg that 99% of these charts use. Compare it to something like this
