I think he is a manifestation of something going on with Kris more than just being another townsperson but if it is a townsperson I am guessing Dess. The way Carol kept her room like she had never left and got pissy when something was moved makes it seem like she is dead and chapter 4 showed that dead people can be brought back in the dark world. It could be her ghost or a manifestation of Rudy/Carol's grief or something.
