It will probably be both. Meracydia has been mentioned multiple times in EW and it's one of the few zones left to explore, but the interdimensional key is too important to be pushed aside for the length of an entire expansion. The first half of 8.0 will probably be focused on Meracydia, the second on whatever Shard has survived an elemental flood. Let's prepare for a rushed, mid experience, especially if they don't give the reins back to a competent writer and localization lead.
