That has already happened. The point is that hte EU or EU states could end up putting a digital tax in place which targets US tech companies, a tax which cannot be circumvented by putting your operations and headquarters into Malta, Ireland or Luxembourg, but where the companies are taxed in the country where they make their profits (i.e. where the people use Insta, TikTok, Amazon, X, or buy NVidia chips and use Microsoft).
