Yeah, it seems like the moment the Senate first got a ruling from the SCOTUS that the Recess Appointments clause could actually be enforced by the courts, they decided to begin abusing it. However, after the NLRB v. Canning decision, the Senate still allowed Obama the option to make recess appointments in December-January 2014-2015 and December-January 2015-2016. Obama just had so much success appointing to the Senate--which generally approved all of his choices--that he had no need to make any recess appointments during those periods.
