Does anyone have idea why some million subs channel like skillup, with guaranteed hundreds of thousands of views doesnt use chapter markers?

It's bizarre isnt it? Its such a useful feature to highlight topics of discussion so the viewer can skip ahead if they dont care about a part. It cant be that much work compared to producing rest of the video.
