How bad is endemic corruption still?
I think the most important indicator is the people responsible sitting in jail, I know that was done against quite a few low level and mid level corrupt criminals but I think the balance only ever effectively shifts if there's high level defenestrations.
Only one I can think of is kolomoisky and he isn't even in jail for his waste and graft.
