It's 35k to 45k mission score every two days for one star. Yes you can grind the star only in this two day windows. You can technically buy stars with GE's but it should be only a last resort, since it becomes very expensive very fast. You can grind it from rank III and above, and there are some extremly good grind combos. Personally, i use the 3.7 sherman italian lineup in arcade and i can get 35k mission score in 1.30h if i don't really want to play and just get it done.
There's also the coupon that you can get by grinding double the mission score of all the stars combined. That is really hard and extremly grindy, so it's something i do when i know that the vehicle is going to sell well on the store (i buy premium time and vehicles by selling event vehicles) like the object292 and the F\A-14 IRIAF
