it depends on what you value more, Kampfer Lv2 has better buildstun and ranged output than HiMo Kampfer Lv1. But it doesn't have the melee damage output of the HiMo Kampfer, both from having a Heat Hawk moveset (no real lunging aside from 1 step forwards) and having only one melee weapon.
both are very capable suits, and I like 'em both a lot, and I want the lv2 himo kampfer now
