Solution 9 could've lived if they broke the pattern they've used for the last couple expacs (a common problem). At a minimum it should've had a market board and an inn, more people would camp out there. They KNOW that people go back to the main cities because each one has everything you need, yet they insist on divvying up what the 2 expac hubs can have.
