The plan wasn't to rebel immediate.
Plans were multiphased:
>1. assassin network including Suirei goes into the inner palace. Sabotages pregnancies and kills off emperor's off-spring.
This had been working for years until maomao showed up.
>2. Lou Lan gets moved politically by Shi Rou into emperor's harem. Plan was for her to get preggos with the first son
Took a while but LL eventually got a spot. Shisui however didn't feel like it and took abortion meds.
>3. Assassinate the emperor's brother/Jinshi in an elaborate plan that couldn't be traced back to them.
Both the falling ornaments as well as the guns.
And they would have gotten away with it too if it weren't for those aspergers La clan and their stupid cat.
>4. build up money, troops, firearms, gunpowder, metal, rice, etcetc for rebellion.
Another route if necessary. If the original plans didn't work.

Point was they were working multiple plans but all of them got foiled. Mostly by Jinshi and catcat.
