You don't need consciousness for intelligent actions as shown by existing AI systems. AGI will just be a more general program compared to what we have now, able to learn quickly and be able to remember things better. We're already pretty close to AGI with what we have, functionally speaking. AGI just lowers the cost of training a model to do x basically.
