Currently I'm thinking three dangerous Bards within the conspiracy are trying to take over the conspiracy, leading to an underground civil war. That's perfect with stuff you mention like weaponizing monsters to attack their rivals.
And this Bardic Gang War is starting to slowly cause cracks in the masquerade... that's why the party even has room to discover the conspiracy at all.
