There was a fair bit of that kind of stuff on PS2 and XBox at the time. I recall some weird Jaws game which wasn't particularly good either.

Really, low effort license stuff of 'dated' IPs didn't just disappear after NES and Genesis. Ironically, NES actually had a really good one made out of Lone Ranger, an old boomer IP which wasn't all that hot with kids at the time, but Konami put a hell of an effort into the game and it's sincerely good and impressive.
Wasn't attached to any new movie or anything, they just picked up that license and did that.
Similarly, Fester's Quest predated the Addams movies, Sunsoft just decided "Fuck it, this is the game we're gonna do, someone get Charles Addams's widow on the phone so we can wrangle the rights, we're gonna try to style it after the old TV show." Wasn't as good as the Lone Ranger game, but honestly I still like it, it's got charm.

Getting back to 6th gen, apparently Scarface is supposed to be a pretty damn good game, which is an interesting situation considering it's a very obvious cash-grab that rode on GTA Vice City's success (which did crib a lot from Scarface), and the entire premise of the game is kind of taking a fat shit over the movie's ending and themes... but the game is still GOOD (some even say it's better than GTA VC).
