It depends on the dino. Sauropods and other quadrupeds won't have feathers. Big theropods (bipedal carnivorous dinos) might have had light feathering, with bigger ones being more likely to be scaly. But raptors and other smaller carnivores (maniraptorans) were feathered, birds are directly related to them.
