First and foremost, Nasu loves Passionlip. No matter how you feel about her popularity in general, Nasu, the guy around which all this orbits, has an affection for her.
Secondly, it would be EXTREMELY out of line to make Summer Passionlip an SR when every other member of the Sakura Five and BB are or otherwise have SSR forms, including BB Dubai. It would be a downright insult to her and an exclusion from her own family.
