After the collapse of the USSR in 1991, there was a period in the 90s where things were really rough for the DPRK, as they lost basically all their support and supply chains, and were stuck with heavy sanctions from USA and its allies.
The USA actually intentionally tried to starve North Koreans to death during this time period, just like they starved 500,000 Iraqi children to death with sanctions in the 90s.

Hence why there's hundreds of Norks stuck in the South who want to go back and can't.
