I think he did in Star Wars; "Palpatine" was "Pazuzu"s character there; he like showed up again with some clone lab or something (never saw the last film in person yet).

And fucking noone on the opposition side has the power to take out like even a single "Royal Guard caste imp". Neither legally speaking nor power level wise.
Also attacks on a person like this would likely be labeled "terrorism". So obviously attacking the higher ups is already labelled "terrorism/high treason" since the start of the conflict (also they're attacking people like this guy as well since he's Royal Guard; ie standing inbetween attackers and Monarchs).

On the opposition side noone really has any spiritual powerlevel at all yet; since they percieve themselves as "rivals" to the people teaching how spiritual stuff works.
Imagine being Hostile to "tutorial level tips information".
