I'll explain this with a food analogy.
Most countries have the service charge automatically included and hidden in the sales tax. Their sales tax is higher.
But in Britain, it's presented as an optional service charge. If you don't like the service you can ask to opt out. Wagies will pester you.
Other countries mock britbongs for being pestered by wagies when they refuse to tip. But in these other countries it is a crime to not pay the service charge; in those countries to fail to pay the service charge would have the IRS arrest you.
I never understood why bongs are mocked for having more freedom.
