I really don't think it is. I have found humor in seeing girls nude before. Especially with stuff like what Shaft does where it is purposely overdramatic and artistic at times. It is a shame that Japan is really the only country that is somewhat balanced with using male and female nudity for humor. You can count the amount of pg-13 Hollywood movies that have female rear nudity on 2 hands despite it being allowed for the rating (also even less if you only count times where it is humorous). Meanwhile, some of the best female rear nudity is in Japanese works for teenagers, and also regularly humorous.
