Im a contractor for the canadian welfare system. "Refugee claimants" are both receiving money from the government and also working in whatever grueling minimum wage job they can get. It seems its related to rents going up, I assume is landlords catching on the fact a lot of immigrants are coming in and the government assist them with their rent, so they double the rent based on what the government assistance ceiling is. i.e. if shelter assistance is $1000 CAD, the minimum rent is $2000 CAD.
