Anatoly Artamonov, head of the Russian Federation Council Committee on Budget and Financial Markets, has called for a revision of budget expenditures and the reallocation of 2 trillion rubles (~ $25.2 billion) - primarily toward "defense and security" (i.e., the war effort).
Artamonov believes this amount can be sourced by "optimizing inefficient spending, abandoning ineffective benefits, concessions for the construction of social facilities, and the maintenance of non-core assets such as football clubs with 'crazy salaries' and unprofitable sanatoriums." He suggests that the freed-up funds should be directed toward financing "high-tech industries, defense, and security".
"We have one task for the entire country. And to solve it, we'll need to add more funding in order to finish it faster. You can't see a problem, but at the same time pretend it's not there," Artamonov wrote.
