Most would be background characters, seen carrying crates, fighting mooks etc. This would reduce the need to have so many different factions in arcs, as the background Strawhats could serve as a faction in of itself. In addition, while Oda doesn't kill of the main characters, he could, every now and then, kill of some of these background SHs, just to up the stakes and create some drama. Imagine if at the end of Sabaody pt. 1 Kizaru sent the main cast flying, while the side characters remained, but we'd actually see Kizaru and his marines succesfully kill a couple of them to drive the impact of the loss home even further, and when we'd get back 2 years later, maybe we see some of these side characters having been permanently injured.
It would justify having a myriad of side characters in different arcs, as some of them would join the Strawhats as these background characters. There's been several characters that would be perfects fits, such as Gaimon, Yosaku & Johnny, Ms. Monday, Pell, Gan Fall & Pierre, Kiwi & Mozu, Duval, Hachi, Brownbeard, Bellamy, Pekoms, or Speed, and we could even have members that are even lesser than these, like Zambai from Franky Family, or Opera from Whole Cake. Thye wouldn't have to be in the spotlight, just having them do whatever random background characters tend to do. They'd be an alternative to just having a ton of nobodies doing this exact same thing. At least we'd know these characters and they'd have travelled with the crew for a while, so we'd be more invested in them. Imagine in one of those dozens of almost filler panels in Wano, where we see nobodies fighting nobodies, we'd instead see someone like Gaimon, Ms. Monday and Brownbeard fighting some fodder Smile users. Hell, it'd be NICE to see them doing their part. They'd just be there, doing just enough in the background to pull their own weight, and be someone we'd care more about than random side characters.
